According to the investigation and analysis of Shishi inspection and quarantine, we found that there are two reasons for the inquiry of the refund certificate: first, the EU strengthened the monitoring of Shishi textile exports when the quota of textiles was abolished. Through the inquiry of refund, the EU further grasps the data of the import and export trade of the enterprises, and provides the basis for formulating new trade tariff barriers. Two, the trade behavior of some enterprises has aroused the suspicion of the customs of the giving country. The customs and Excise Department can confirm the authenticity and validity of the certificate of origin through the return of the certificate, so as to verify whether the enterprise enjoys the GSP treatment.
The EU has a clear intention to query the clothing products for the purpose of returning certificates, which should arouse the attention of the certification authorities of the certificate of origin, take measures to reduce the risk of encountering inquiries, and earnestly safeguard the credibility of the visa institutions and the economic interests of the enterprises.
