"In 2008, due to the substantial appreciation of the renminbi, the rising price of raw materials and labor, and the intensification of international trade friction, the development of Fujian's garment industry encountered great difficulties."

Hong Zhaoshe, the new president, said: "in the next one or two years or even longer, Fujian's clothing industry is likely to bid farewell to its familiar environment and have to embark on a more difficult and challenging development path."

　　洪肇設(shè)認(rèn)為，協(xié)會(huì)新一屆領(lǐng)導(dǎo)班子的成立標(biāo)志著福建省服裝業(yè)開始邁入一個(gè)新的發(fā)展始點(diǎn)，在遵循協(xié)會(huì)章程和創(chuàng)辦宗旨的前提下，未來四年，協(xié)會(huì)新一屆理事會(huì)將按以下思路開展各項(xiàng)工作：（１）加強(qiáng)分析調(diào)研，建全行業(yè)統(tǒng)計(jì)、信息服務(wù)系統(tǒng)，通過制定行業(yè)規(guī)劃規(guī)范，協(xié)助政府進(jìn)行有效調(diào)控，不斷改善行業(yè)發(fā)展環(huán)境；（２）繼續(xù)大力推進(jìn)服裝名牌發(fā)展戰(zhàn)略，使之成為福建省服裝業(yè)騰飛的助推器；（３）積極協(xié)助企業(yè)拓展國內(nèi)外市場，努力提高福建服裝競爭力和市場占有率；（４）創(chuàng)建服裝行業(yè)技術(shù)創(chuàng)新公共平臺(tái)，積極引導(dǎo)行業(yè)大力提高服裝設(shè)計(jì)開發(fā)能力，擴(kuò)大自主知識(shí)產(chǎn)權(quán)在企業(yè)無形資產(chǎn)中的比重，加大科技研發(fā)與信息化建設(shè)投入強(qiáng)度；（５）全方位推進(jìn)產(chǎn)業(yè)集群的發(fā)展，重點(diǎn)推動(dòng)產(chǎn)業(yè)集群的自主創(chuàng)新能力提高和自主品牌建設(shè)工作；（６）做好行業(yè)培訓(xùn)和人才
