Recently, the European Union has set up another "green barrier", the EU PFOS directive, which will affect a wide range of Chinese products, especially textile exports.

The district inspection and Quarantine Bureau reminded the relevant enterprises to replace the raw materials as soon as possible and take the initiative to participate in the inspection, so as to avoid any losses.

PFOS content is strictly restricted.

It is understood that PFOS (Perfluorooctane sulfonates), known as perfluorooctane sulfonyl compounds, is widely used in textiles, carpets, paper, coatings, fire fighting foam, image materials, aviation hydraulic oil and other products because of its oil and water repellency. It is the main active ingredient of antifouling agents for textiles and leather products, and is widely used in the field of civil and industrial products.

But it is also the most difficult to degrade organic pollutants. It has high bioaccumulation and a variety of toxicity. Excessive PFOS can not only cause respiratory problems, but also lead to the death of newborns. The global pollution caused by it is attracting increasing attention.

According to the directive, the PFOS content of the finished products sold in the EU market can not exceed 0.005% of the total quality, and the finished products and semi finished products with PFOS concentration or quality equal to or exceed 0.1% will also be included in the scope of the ban.

Prior to this, AQSIQ has asked all relevant departments and enterprises to pay high attention to EU PFOS restrictions.

At present, Zhejiang inspection and Quarantine Science and Technology Research Institute has the corresponding detection means and methods for the detection of PFOS content in textile products, but there is a lack of detection methods for the determination of PFOS content in auxiliaries.

At the same time, China has not yet developed textile auxiliaries that can fully comply with EU's PFOS control standards.

In order to meet the requirements of the PFOS ban standard, our textile production enterprises basically adopt two countermeasures, one is to directly purchase the dyes and auxiliaries of the EU designated suppliers.

Two, we should intensify the selection, testing and research and development of alternative products.

District inspection and Quarantine Bureau staff said, according to preliminary statistics, textile and dyeing auxiliaries accounted for about 2% of the cost of textile products.

Therefore, the implementation of the two countermeasures will greatly increase the export cost of textile enterprises.

This is just as bad for the textile manufacturers who have been tired of the EU's special safeguard restrictions, the appreciation of the renminbi and the drawback of the export tax rebate adjustment.

According to the investigation and Quarantine Bureau's current investigation and control situation, there are still some export textile printing and dyeing enterprises in our district pay less attention to the PFOS restriction, some enterprises even do not know whether their products contain PFOS components.

In this regard, the inspection and Quarantine Bureau reminded us that the export enterprises in the region should strengthen the importance of the PFOS restrictions and actively respond to the impact of the limitation.

The board suggested that export enterprises should communicate with European importers as soon as possible, rationally select raw material suppliers, and make textile and dyeing and printing enterprises which meet the environmental protection requirements as long-term suppliers, and intensify the selection, testing and application of products instead of products.

In addition, we should take the initiative to contact the professional inspection organizations, and timely send sample tests, and strengthen the control of PFOS content in the products, so as to reduce the losses caused by the implementation of instructions.
