Ministry Of Commerce: Enhancing The International Competitiveness Of China'S Industry Is The Current Priority.

 

Lu Jianhua, Assistant Minister of Commerce, said today at the Fifth International Forum on China's industrial competitiveness. Under the current internal and external environment, some prominent contradictions and problems existing in China's domestic economic operation and industrial development are the important tasks ahead of China to further enhance the international competitiveness of China's industry.

Lu Jianhua pointed out that, influenced by the financial crisis, China's economic growth slowed down obviously in the first three quarters. Exports of textiles, light industry and chemical industries to the US showed negative growth. Production and sales and profits in some industries declined sharply.

Lu Jianhua believes that the traditional comparative advantage of Chinese industry is changing, and the overall competitiveness of the industry is still not strong enough.

He explained that with the emergence of new economic and policy situations such as the rising cost of production factor, the appreciation of RMB, the adjustment of export tax rebate rate and the implementation of REACH regulations, the competitiveness of China's export processing industry has obviously weakened, and the pressure on China to participate in international division through traditional comparative advantage is increasing.

The Chinese government is actively taking measures to cope with the new situation: increasing the loan scale for small and medium enterprises, lowering the lending rate for the two time, and increasing the export tax rebate rate of some labor-intensive, high-tech and high value-added commodities.

Among them, especially the larger export tax rebate rate, involving a total of three thousand four hundred and eighty-six commodities, accounting for about twenty-five point eight percent of the total number of goods in the customs tariff.

These measures will play an active role in coping with external shocks, stabilizing economic development and restoring confidence in Chinese enterprises.

Lu Jianhua believes that in addition to continuing to expand opening up, optimizing industrial structure and relaxing market access in producer services industries, the government should create a favorable external environment for enterprises in terms of sustainable development strategy, market economic legal system construction, government management efficiency and infrastructure construction, which plays an important role in the realization of core competitiveness and support for the growth of core competitiveness.
