In March 2005, Baocheng Group signed a contract with upper high and invested 200 million US dollars in locating the largest shoe leather enterprise in the central region.

In December 2007, Baocheng group started construction of the two phase of the upper high level project, and built 9 domestic production lines.

In a short time, Shanggao County became Jiangxi shoe leather industrial base.
