A large number of high polluting enterprises such as electroplating, printing and dyeing caused serious pollution in the Sihui River in the Du Shui River Basin. At the end of last year, the provincial Environmental Protection Bureau (EPA) carried out regional restrictions on the area, and demanded a key renovation.

In April this year, the environmental protection department ordered 23 heavy polluting enterprises, such as electroplating, printing and dyeing in the valley, to stop production and control.

However, recently, reporters with the provincial Environmental Protection Bureau inspection found that these enterprises are "wind up crime" production, the provincial Environmental Protection Bureau requires local authorities to increase supervision and punish illegal enterprises according to law.

The inspection team of the provincial Environmental Protection Bureau carried out a surprise attack on the enterprises demanding to stop production and rectification in the Du Shui River Valley of Sihui City.

At the five Magang industrial estate, the long Fu electroplating industrial park and Long Fu Hui Jun electroplating fixed base site in Xinjiang town, each factory produces busy scenes. Only the production facilities are poor, mostly manual production lines, the indoor sewage is overflowing, and the smell is pungent.

It is reported that in December 13th last year, the provincial Environmental Protection Bureau issued a regional approval batch for the river alone, and ordered that the construction projects such as electroplating, printing and dyeing, tannery, chemical industry, paper making and aquaculture should be suspended for the purpose of discharging toxic and harmful substances to the water body.

In April 10th this year, the provincial Environmental Protection Bureau and the Zhaoqing Environmental Protection Bureau jointly carried out the inspection work of key cases after environmental law enforcement. The enterprises of the five Ma Gang Industrial Estate, the long Fu electroplating industrial park and the Hui Jun electroplating fixed base in Xinhui Town, Xinhui Town, were authorized to expand their production, discharge and discharge illegally.

The Zhaoqing Environmental Protection Bureau has issued a penalty notice of $100 thousand for each household appliance factory in the long Fu electroplating industrial zone, which has been stolen by the overflow tank. 13

The staff of the inspection team told reporters that four textile printing and dyeing enterprises in the five Magang Industrial District of Xinjiang town had expanded their production scale without authorization, and the actual drainage volume had greater discrepancy with the EIA approval.

The total amount of pollutants discharged by the 2003 Zhaoqing Municipal Environmental Protection Bureau to the five Magang industrial estate is 6000 tons per day, and the domestic wastewater is 270 tons. However, the actual discharge of sewage from Dongyue textile printing and dyeing factory exceeds 6000 tons / day, and the total design and treatment capacity of its sewage treatment facilities reaches nearly 12000 tons / day.

The inspection team asked the local environmental protection department to strengthen supervision and control, and the enterprises that did not meet the requirements of examination and approval could not resume production.

We should further urge relevant enterprises to implement the requirements for stoppage of production and renovation, and complete and perfect the pollution control facilities, and realize the reuse of intermediate water as soon as possible. The on-line monitoring will be completed before the end of June this year, and the interconnection with environmental protection departments will be realized.

The local government said that in accordance with the requirements put forward by the inspection team, the enterprises should take measures such as power cut and other mandatory measures to speed up the construction of sewage treatment plants in the river basin and complete the construction of the supporting pipe network, so as to eliminate the hidden danger of pollution as soon as possible.
