France Issued Consumer Code For Leather Products
The French competition, consumer and anti fraud Bureau issued the G/TBT/N/FRA/92 bulletin on December 16, 2008, which is entitled "orders for the implementation of consumer laws and regulations for the manufacture of leather and similar materials." All or part of the raw materials, semi-finished products or finished products made of leather or similar materials, except footwear and personal protective equipment.
The draft order includes the definition of animal species, tanning methods, surface types and decoration definitions specified in the February 18, 1986 act. This adjustment stipulates that the symbols used for the names of various raw materials, leather and two layers of leather shall be separately marked. The draft order also takes into account the standard EN13336 (decorative leather characteristic parameters) involving semi aniline leather finishing.
The G/TBT/N/FRA/93 bulletin issued during the same period also stipulates that according to the draft bill, operators can write the names of animal species instead of animal names on product labels. Only through paid DNA testing, operators of leather origin can be selected to provide the names of animal species. In accordance with the conditions prescribed in the execution of the draft order (also notified), the draft law allows the use of symbols beside the name of the raw material. By making clear the difference between the concept of animal species and animal names and allowing operators to use these concepts to determine their products, the revised proposal provides greater flexibility for operators while ensuring the reliability of information provided to consumers.
