REACH Limits The List Of Draft To Add 7 Substances.
A few days ago, the European Chemicals administration announced the first batch of REACH list of substances that need ECHA authorization after the 15 substances were included in the first list of SVHC (SVHC). According to the draft, 7 substances were first included in the list.
The 7 substances listed in the list are: 5- tert butyl -2, 4 6- three nitro xylene (xylene musk), short chain chlorinated paraffin (SCCPs, C10 to C13), six bromo cyclic twelve alkane (HBCDD) and all related non corresponding isomers, o-benzoic acid two (2-), DEHP, ortho benzene two butylbenzyl ester (BBP), dibutyl phthalate (DBP) and 4, 4 '- two amino two benzene (methane).
According to the REACH regulations, enterprises must apply for permission if they want to use the material that enters the authorization list. Applicants must demonstrate that material use risks can be adequately controlled, or socio economic benefits exceed the risks of use, and there are no alternatives and corresponding alternative technologies. According to ECHA, they evaluate whether these chemicals are included in the REACH restriction list according to their inherent characteristics, uses and approvals.
Stakeholders must respond to consultations in April 14, 2009, and ECHA will set a priority list by June 1, 2009. ECHA also suggests that the application for authorization should be submitted within 24~30 months after the above substances enter the REACH annex XIV. After entering the list, these substances will no longer be used in 42~48 months.
