Under the background of the textile industry revitalization plan, recently, Du Yuzhou, President of the China Textile Industry Association, conducted research on the pilot areas of textile and clothing industry in Jiangsu, Shandong, Hubei, Zhejiang, Fujian, Hebei and Guangdong provinces, so as to get a detailed understanding of the operation situation of textile and garment enterprises since last year, the expectation of production, order and market this year, the implementation of the central government's support for the textile industry policy, and the plan and arrangement for the development planning of the industrial cluster area.

Research in Jiangsu shows that the biggest problem facing the home textile industry cluster is concentrated on three aspects: difficulty in loans, rising production costs, and reduced orders. Enterprises generally hope that the state will increase policy implementation and support efforts in financing channels and reducing production costs.

In addition, the survey in Guangdong shows that the financial crisis has a considerable impact on the export oriented and distinctive Guangdong province.

Corresponding to the above problems, "helping SMEs financing and improving export tax rebates will surely become an important part of planning."

A spokesman for China Textile Association said.

At present, the export tax rebates for domestic textiles are 15%, according to people familiar with the matter. The planning document is likely to promote the export tax rebate to the highest point of 17%, which will greatly enhance the short-term profit of export oriented enterprises.

In the textile industry revitalization plan recently adopted by the Executive Council of the State Council, the main points include: the export tax rebate rate has been raised to 15%, actively expanding domestic consumption, developing the rural market, cultivating independent brands with international influence, eliminating backward production capacity, promoting industrial upgrading in the eastern coastal areas, increasing credit and other financial support to SMEs.
