Note 4: the labor service enterprise refers to the enterprise that is certified by the Municipal Labour Bureau and has obtained the certificate of the labor employment service enterprise in order to resettle the unemployed personnel as the labor service enterprise.

Note 5: prison and labor education enterprises in the city area by prisons and reeducation through labor all property rights belong to prison, reeducation through labor system (that is, municipal prison administration, Labor Education Bureau, prisons, reeducation through labor institutions and their directly under labor reform, labor education enterprises) and have prison, reeducation through labor nature of independent accounting enterprises, prison and labor education enterprises, these enterprises every year, according to the Beijing land tax enterprise [1996]550 document for annual inspection.

Note 6: the overseas listed joint-stock enterprises refer to the joint-stock enterprises issued to Hongkong by the Ministry of Finance and the State Administration of taxation.

Note 7: private technology enterprises refer to the knowledge intensive criminal enterprises which are guided by scientific and technological personnel and implement the principles of self financing, voluntary integration, self-management, self financing, self development and self-restraint, and take the commercialization of scientific research achievements as the main content, market-oriented, engage in scientific research, technical school development, technology pfer, technical consultation and technical services, carry out the development, production and sale of new products, and combine technology with industrial trade.

After approval by the administrative department for Industry and commerce, a privately run technological enterprise shall be identified by the administrative department authorized by the Municipal Science and Technology Commission or the Municipal Science and Technology Commission.

8 note: military enterprises must hold the certificate issued by the Finance Department of the General Logistics Department, the production management department or the munitions department.

The competent tax authorities shall go through the certificate certification procedures after checking and verifying the enterprises and confirming that they conform to the policy requirements.

The tax authorities issue the "sales stamp tax ticket permit" to the units that sell stamp duty tickets.

The stamp duty supervision and sales agency shall make a selection according to the departments assigned by each unit.
