Vigorously developing vocational training, strengthening the training of workers and improving the quality of workers in an all-round way are urgent tasks to achieve the strategic objectives of this century and to revitalize the economy in the next century.

Since the third Plenary Session of the 11th CPC Central Committee, especially after the Central Committee and the State Council issued the decision on strengthening staff education in February 1981, workers' training has witnessed a vigorous development.

Over the past ten years, the training of workers in China has focused on economic development and scientific and technological progress. On the basis of completing junior middle school culture and primary technology compensation courses for thirty million junior high school workers, we have carried out group leader training, job training, intermediate and senior level training, and mass post training and planned technical competitions.

But on the whole, the training of workers can not meet the needs of economic construction and social development. It is mainly manifested in the lack of understanding of the strategic significance of improving the quality of workers, the lack of emphasis on strengthening political thought, professional ethics and legal education, insufficient coordination in macro guidance and comprehensive management, and inadequate training funds, and weakness in the construction of teachers and teaching materials.

In order to further strengthen the training of workers, the following are decided: first, we should fully understand the status and role of workers' training in the development of national economy.

Strengthening labour training is an important way to carry out socialist modernization and achieve the strategic goal of economic development in the new era.

With the development of society and economy and the progress of science and technology, enterprises adopt a lot of new technologies, new processes and new equipment, improve the automation level, shorten the product replacement cycle, and constantly raise new and higher requirements for the quality of workers.

Therefore, vigorously strengthening the training of workers and creating a contingent of high-quality workers is of great significance for further consolidating the socialist system based on the working class and the alliance of workers and peasants and promoting economic development.

Labor departments at all levels, especially leaders, should change their concepts, raise awareness and strengthen the training of workers.

Two, further clarify the guiding ideology, objectives and tasks of workers' training.

The guiding ideology of workers' training is to adhere to the four cardinal principles, adhere to the economic construction as the center, face the enterprise, combine production, strengthen moral education, highlight skills, teach according to needs, pay attention to actual effect, serve the two civilizations.

Its goal is to strive to cultivate a well thought, skilled, upright and strict discipline, and adapt to economic development and scientific and technological progress, with intermediate workers as the main body, senior technicians and technicians basically meet the needs, and the technical structure is more reasonable.
