“公務(wù)接待是個(gè)筐，啥都往里裝”，據(jù)不完全統(tǒng)計(jì)，全國(guó)一年的接待費(fèi)開(kāi)支3000億元人民幣。筆者對(duì)一個(gè)縣的抽樣調(diào)查發(fā)現(xiàn)，接待費(fèi)開(kāi)支中的“同城宴請(qǐng)”占40%以上，名目繁多，可謂五花八門(mén)。一是單位互請(qǐng)，單位之間、部門(mén)之間辦理正常公務(wù)時(shí)互請(qǐng)，還美其名曰“聯(lián)絡(luò)感情”。二是無(wú)客自請(qǐng)，單位之間和單位內(nèi)部沒(méi)有任何公務(wù)，只是為了“打牙祭”。三是私客公請(qǐng)，不屬于正常公務(wù)接待的同學(xué)會(huì)、同鄉(xiāng)會(huì)、朋友會(huì)，甚至家庭聚會(huì)等，也冠以公務(wù)接待費(fèi)之名。“同城宴請(qǐng)”不但開(kāi)支大、漏洞大，而且浪費(fèi)驚人、賒帳現(xiàn)象普遍，盡管各級(jí)各部門(mén)都下發(fā)文件嚴(yán)禁“同城宴請(qǐng)”，但收效甚微。

Others believe that some government leaders are not in the locality, but sometimes they go to restaurants to improve their lives.

In short, they ate the people under various pretexts and spent the taxpayers' money.

The two is the absence of the system, the opaque distribution of administrative costs, and the ability of the principal officials to come to the letter, as long as the "work need" is the reason, they can be reimbursed and provided in full; the regulations or regulations concerning the management of civil servants and the punishment of Party members will not be clear enough for arbitrary wanton activities in public affairs.

It is a matter of "wasteful" and "extravagant and wasteful" to spend one or three thousand meals on a bus.

The most informed and the most vocal masses are hard to get involved. Democratic management and financial disclosure are basically formalistic in some units, not even in form.

"City Banquet" is extremely harmful.

First, a serious waste of financial resources.

Our country's financial resources are very limited, many of which are below the county level are "dining finance", many units are running very difficult, but in the "City Banquet", "very generous", spend the money of the public does not heartache.

According to incomplete statistics, the whole country is above RMB 120 billion yuan.

The two is the increasing cost of government affairs.

According to the survey, hospitality expenses account for more than 20% of public expenditure and increase by 20% per year.

The three is to influence the efficiency and the image of the government.

"No food or no work", "revolutionary wine is drunk every day, drinking bad Party style and drinking bad stomach, going to work to faint and fall asleep" is not only a small talk everywhere, not only affects the efficiency, easy to appear unfair, but also seriously damaged the image of the government.

People hate it.

"The same city banquet", resulting in no guest request, private guest invitation, or even fake invoices, false accounts, become a black hole in the loss of state-owned assets.

The "City Banquet" has made some people indulge in sending and receiving, eating, drinking, entertainment, lavishly, extravagant and wasteful, even losing party character, corruption and bribery, embarking on corrupt, corrupt and illegal crimes; seriously corrupting the ranks of cadres, corrupting the Party style and politics, affecting the social atmosphere and damaging the relationship between cadres and masses.
