與我國(guó)相鄰的俄羅斯，一直是我國(guó)鞋企致力開(kāi)拓的市場(chǎng)。但中俄貿(mào)易在遭遇俄方整頓“灰色清關(guān)”后，不得不尋求變化。直接投資，正成為中國(guó)資本的下一個(gè)選擇。

　　從事貿(mào)易的一位人士說(shuō)，中國(guó)商人如果把工廠搬遷到俄羅斯，關(guān)稅成本至少能降低七成。例如，中國(guó)的皮鞋大戶康奈集團(tuán)已經(jīng)在俄羅斯投資開(kāi)設(shè)了一個(gè)工業(yè)園區(qū)，專門接納從溫州搬遷而去的皮鞋企業(yè)。

　　以正規(guī)通關(guān)計(jì)算，一雙半成品皮鞋出口至俄羅斯的關(guān)稅僅5%，而成品鞋關(guān)稅高達(dá)15%。如果以“灰色清關(guān)”進(jìn)入俄羅斯，從溫州到圣彼得堡需要3個(gè)月以上，且面臨被當(dāng)?shù)囟惥瘡?qiáng)制收繳的巨大風(fēng)險(xiǎn)。

　　而半成品鞋在俄羅斯完成組裝后，就可以標(biāo)記為“俄羅斯制造”，不僅可以安全地在俄羅斯境內(nèi)銷售，還可以發(fā)往歐盟各主要市場(chǎng)銷售。

Overall, Sino Russian strategic partnership has been increasing and investment cooperation at all levels has been steadily advancing.

According to data from the National Bureau of statistics of Russia, in 2009, China's total investment in Russia amounted to US $9 billion 700 million, ranking only third after Luxemburg and Holland.

At present, China's investment in Russia is mainly distributed in the fields of energy, mineral resources development, forestry, trade, light textile, household appliances, communications, construction and services.
