Yesterday, the Ministry of human resources and social security, the national development and Reform Commission and the Ministry of Finance announced the notice on further implementation of the special vocational training program.

The notice revealed that China will comprehensively promote entrepreneurship training this year.

We should focus on the registered unemployed people who have entrepreneurial aspirations and have certain entrepreneurial conditions, go to the city to find rural workers and migrant workers returning to the countryside, and register and apply for college graduates. They should carry out entrepreneurship training for not less than 10 days.

We should combine local industry development and entrepreneurship projects, teach students in accordance with their aptitude according to the characteristics of different objects, enhance the effectiveness of entrepreneurship training, and attach importance to the convergence of supporting policies such as entrepreneurship training, small loan guarantee, tax reduction and exemption, and strive to improve the success rate of business and stable operating rate.

In addition, all localities should actively carry out practical skills training in the medium and short term.

To register unemployed persons, go to the cities to apply for rural labourers, and register for job hunting graduates, we should actively carry out practical skills training in the short and medium term (1-6 months) according to the actual needs of enterprises and the employment requirements of laborers.

The local human resources and social security departments should combine the pfer of rural labourers to the urban non-agricultural industries and the demand for organized labor export, combine the characteristics of unemployment and university graduates and employment needs, give full play to the organizational role of grass-roots labor security work platform, carry out order training in accordance with the training institutions, and highlight the pertinence and effectiveness of training.

For rural junior and senior high school graduates who failed to continue their studies, they should be encouraged to take part in 6-12 months' labor preparation system training to enhance their skills and employability in two months.
