The Ministry of economy and industry of Japan issued the G/TBT/N/JPN/325 bulletin on February 5, 2010. The title is: cancellation of the chemical substances control law notice.

The announcement said that polychlorinated biphenyls (PCBs) are hazardous substances due to their non biodegradability, high bioconcentration and chronic toxicity, and are designated as I substances in the list of chemical substances according to the chemical substances control act.

To prevent environmental pollution caused by the use of polychlorinated biphenyls, the following items will be designated as prohibited products based on third of the cabinet decree of the chemical substances control act.

1. lubricants, hydraulic fluids, adhesives (except for plants and animal media), putty, blocks or ceilings, coatings (except for water based coatings), heating or cooling equipment (its heat carrier is liquid), power pformers containing oil and paper capacitors, condensers containing oil, and organic coating condensers or air regulators used for replacement / replacement of foreign products used in aircraft installations [products that are the same as those of the products that are exchanged / replaced) (containing polychlorinated biphenyls exceeding 0.005%, and whose capacity exceeds 0.051).

2. lubricants, hydraulic fluids, adhesives (except for plants and animal media), putty, blocks or ceiling fillers, aircraft fuselage or wings are used [products with the same specifications or types for replacement / replacement products for replacement / replacement of foreign products (except for PCBs exceeding 0.005%, and whose capacity exceeds 0.051)].

3. lubricants, hydraulic fluids, adhesives (except for plants and animal media), putty, blocks or ceilings, coatings (except for water based coatings), heating or cooling equipment (its heat carrier is liquid), power pformers containing oil and paper capacitors, condensers containing oil, aircraft or related equipment, organic coatings, condensers, air conditioner or televisions, which are in accordance with international standards, are the same as those of the products that are exchanged / replaced (with the polychlorinated biphenyls exceeding 0.005%, and whose capacity exceeds 0.051).

The announcement is to be approved: May 2010.

Effective date: November 2010.

Deadline for comments: April 3, 2010.

In addition, Japan's G/TBT/N/JPN/326 bulletin is entitled "revision of the implementation regulations and provincial Circular of the Ministry of economic and trade province on the rational use of energy bill".

It involves computers and disk storage devices.

In accordance with the amendment to the judgment standard of the rational energy utilization act, the scope of the products listed above, the target fiscal year to achieve the standard, and the energy consumption standard (energy efficiency) will be revised in the fourth items mentioned above.

The date of approval is March 2010.

The effective date is April 2010.

The grace period of the label is about one year, reaching the target financial year of this standard: 2011 fiscal year.

G/TBT/N/JPN/328 bulletin.

Provincial decree on consumer safety requirements for products designated by the Ministry of economy and industry.

It involves: (A) household pressure cookers and autoclave, add some technical requirements to prevent anyone from opening the high-pressure cooker under high pressure.

(B) helmets, such as cars, bicycles, etc., make technical requirements consistent with relevant international rules.

Its intended approval date is March 31, 2010.

Grace period until September 30, 2010.
