On the specific implementation, Yan Bin put forward the three step strategy: first, popularizing national costume in tourism practitioners and various window industries; the second step is to allow minority cadres and workers from all levels of Party and government organs and institutions to wear national costumes for major festivals and important meetings, and finally to popularize them to the general public.

Yan Bin suggested that the cost of clothing should be borne by the government.

Contracting for this proposal, Yan Bin called it a "very easy to cause widespread controversy" topic, but "very feasible".

He said that the implementation of the proposal conforms to the relevant provisions of the law on regional national autonomy.
