Recently, the general office of the State Council issued the notice of the NDRC and other departments on accelerating the implementation of the contract energy management and promoting the development of energy saving service industry.

Contract energy management is a common service mechanism developed by developed countries to promote energy conservation by market means.

The implementation of contract energy management can greatly reduce the capital and technical risks of energy saving pformation of energy efficient units, and fully mobilize the enthusiasm of energy saving units. The practice at home and abroad has proved that this is an effective energy saving measure.

In order to speed up the implementation of contract energy management and promote the development of energy saving service industry, the responsible persons of the national development and Reform Commission have answered the questions of general concern.

The importance of implementing contract energy management and promoting the development of energy saving service industry

　　合同能源管理是發(fā)達(dá)國(guó)家普遍推行的、運(yùn)用市場(chǎng)手段促進(jìn)節(jié)能的服務(wù)機(jī)制。具體是指節(jié)能服務(wù)公司與用戶簽訂能源管理合同，為用能單位提供節(jié)能診斷、融資、改造等服務(wù)，并通過分享節(jié)能效益方式回收投資和獲得合理利潤(rùn)。采取合同能源管理方式實(shí)施節(jié)能改造，用能單位不僅不需要投入和承擔(dān)風(fēng)險(xiǎn)，而且在合同期內(nèi)與節(jié)能服務(wù)公司分享節(jié)能收益，合同實(shí)施結(jié)束后，則獨(dú)享全部節(jié)能收益。     

　　目前，我國(guó)節(jié)能服務(wù)產(chǎn)業(yè)發(fā)展情況 

　　1998年，國(guó)家實(shí)施了“中國(guó)節(jié)能促進(jìn)項(xiàng)目”，分別在北京、山東、遼寧成立了三個(gè)示范性的節(jié)能服務(wù)公司，將合同能源管理機(jī)制引入我國(guó)。十年來，采用合同能源管理機(jī)制的節(jié)能服務(wù)公司不斷發(fā)展，特別是“十一五”以來，隨著國(guó)家出臺(tái)一系列推動(dòng)節(jié)能的政策措施，節(jié)能服務(wù)產(chǎn)業(yè)得到了較快發(fā)展。2009年，全國(guó)節(jié)能服務(wù)公司約502家，共實(shí)施節(jié)能項(xiàng)目4000多個(gè)，總投資280億元，完成總產(chǎn)值580多億，形成年節(jié)能能力1350萬噸標(biāo)準(zhǔn)煤。

First, the contract energy management project will be included in the central budget investment and the central energy conservation and emission reduction special fund support scope, giving financial subsidies or rewards.

The two is to implement preferential tax policies.

The three is to improve the accounting treatment system. Enterprises adopt the contract energy management mode to carry out energy saving pformation, such as purchasing assets and receiving services can reasonably distinguish the separate measurement, and deal with them according to the unified accounting standards system of the state. If the expenses that the enterprises actually pay to the energy saving service companies can not be separated reasonably or can not be separately measured, they should be paid as expenses. When the energy management contract expires, the energy related units can get the related assets as donations, and the energy conservation service companies shall be treated as gifts.

Four, we should further improve financial services, encourage banks and other financial institutions to innovate credit products and broaden the scope of collateral products according to the characteristics of financing needs of energy saving service companies.
