According to the law, the tariff preference for knitted and woven garments imported from Haiti will be raised from the current equivalent of 70 million square meters to 200 million square meters.

Such tariff preferences allow duty-free treatment of garments that are stitched or knitted in Haiti.

When the tariff level is equal to 52 million square meters, the increase in tariff preferences will come into effect automatically.

The legislation also includes a number of other measures, such as the tariff concessions offered to Haiti, extended to September 30, 2020, extended to the list of textiles and garments that enjoy duty-free treatment, regardless of where their inputs come from, as long as they are completely stitched or knitted in Haiti; the United States customs frontier protection Bureau is responsible for verifying that garments imported by tariff preferences are not illegally pshipped to the United States. If illegal pshipment is available, the president of the United States has the right to reduce tariff preferences; the customs border protection bureau assesses the needs of Haiti customs, assists Haiti in reconstructing port operations, and assists Haiti in solving the current customs infrastructure needs.

In 2009, Haiti was the seventeenth largest clothing supplier in the United States, accounting for 1.1% of the total volume.

China is the largest clothing supplier in the United States, accounting for 40.5% of the total.
