In order to implement the spirit of the State Council's notice on Further Strengthening the work to ensure the implementation of the "energy saving and emission reduction targets" in 11th Five-Year, we must strictly implement the policy of differentiated electricity prices for high-energy consumption enterprises, resolutely correct the local ultra vires implementation of preferential tariff rates, and seriously investigate the behavior of power enterprises not implementing the policies of Internet price and desulphurization price, and vigorously promote economic structural adjustment and the transformation of economic development mode. The six departments of the national development and Reform Commission, the Ministry of industry, the Ministry of supervision, the Ministry of environmental protection, the State Electricity Regulatory Commission and the State Energy Bureau jointly issued the notice on organizing the nationwide electricity price check immediately, and decided to carry out a large-scale inspection of energy conservation and emission reduction nationwide from June 1st.
The notice pointed out that the main contents of the major inspection were preferential electricity price, differential electricity price, desulfurization price and grid price. The notice requires that the local governments and their relevant departments must stop the preferential pricing of ultra vires for high energy consuming enterprises and various industrial parks by June 10th, and the relevant ultra vires documents must be abolished immediately.

The power grid enterprises at all levels must implement the new differentiated tariff policy from June 1st to the relevant high energy consuming industries according to the state regulations. Where there are no areas where the preferential tariff rates for high energy consumption enterprises and various industrial parks are corrected by themselves within the prescribed time limit, they will be publicly notified, and the supervisory organs will seriously investigate the administrative responsibilities of relevant administrative leaders and department heads.

If the power enterprises do not strictly carry out the policies of differentiated electricity price, Internet price and desulphurization electricity price stipulated by the state, they shall be fined up to 5 times in addition to confiscating all the illegal gains of the price. Typical cases with serious circumstances and bad nature should be exposed openly through the news media.
