In order to implement the law of the People's Republic of China on environmental protection, the law of the People's Republic of China on the prevention and control of water pollution and the law of the People's Republic of China on the protection of marine environment, we shall promote the improvement of the production technology and pollution control technology of the textile dyeing and finishing industry and prevent and control water pollution.

According to the direction of wastewater discharge from textile dyeing and finishing enterprises, the maximum allowable discharge concentration and displacement of water pollutants in textile dyeing and finishing industry are stipulated in this standard.

This standard is applicable to the discharge management of textile dyeing and finishing enterprises, as well as the environmental impact assessment, design, completion acceptance of the construction projects and the discharge management after completion.

This standard does not apply to waste water produced by processes such as wool washing, hemp degumming, cocoon cooking and chemical fibre raw material cooking.
