Jiaxing inspection and quarantine bureau promotes the construction of demonstration zone for inspection and supervision of export garments

"The world's 100 pieces of clothing and Pinghu have one" - Zhejiang Pinghu area is famous overseas for its well-developed clothing manufacturing industry. The clothing industry in this area has annual sales revenue of over ten billion yuan, and has 220 million pieces of clothing annually. It is named "China's export garment manufacturing city" by the China Textile Industry Association and the Chinese clothing association (6.77,0.00,0.00%).

After nearly two years of regionalization management, the demonstration area of export clothing inspection and supervision in the region has achieved remarkable results. At present, the quality awareness of more than 250 garment manufacturers in Pinghu clothing inspection and supervision area of Zhejiang is generally improved, and the quality of export products is stable. From 1 to May this year, the Jiaxing inspection and Quarantine Bureau inspected the 11736 batch of export garments in the Pinghu regulatory area, and the value of goods was $344 million, up 21.4% and 5.4%, respectively.

In 2008, the Jiaxing inspection and Quarantine Bureau carried out the regional management of inspection and supervision of Pinghu garments according to the obvious characteristics of Pinghu's regional economic characteristics of foreign trade clothing. In the process of monitoring regional management, the Bureau has strengthened policy guidance and coping with foreign technical trade measures. It has focused on cultivating quality and safety awareness, honesty and law-abiding, standardized management and quality control ability, and comprehensively improving product quality.

Following the 2009 Zhejiang Yu Yu Group Co., Ltd. became the first enterprise in Jiaxing to win the qualification of exemption from export inspection, the export men and women's casual wear applied by Zhejiang Desheng Industrial Limited by Share Ltd also passed the first inspection of export inspection exemption from Zhejiang inspection and Quarantine Bureau in May 2010. In 2010, the Zhejiang inspection and quarantine bureau plans to promote the inspection of the enterprise through the AQSIQ, and recommends 1 enterprises to apply for exemption from inspection.

We should conduct demonstration activities and highlight the demonstration effect. On the basis of last year's 4 enterprises' demonstration enterprises, this year, the Jiaxing inspection and quarantine bureau plans to set up 4 enterprises as demonstration enterprises. At the same time, combined with the selection of the demonstration enterprises, it will further highlight the typical exemplary role and create a strong atmosphere for product quality in the region.

Carry out classified management and guide enterprises in the region to improve in an all-round way. The Bureau inspected 14 existing enterprises in the regulatory demonstration area, and reached 20 by the end of the year. Preferential measures such as convenient customs clearance and exemption and testing fees were granted to one or two types of enterprises respectively, so as to boost the autonomous upgrading of enterprises in the region.

　　下一步，嘉興檢驗(yàn)檢疫局將結(jié)合“質(zhì)量提升”活動(dòng)，進(jìn)一步發(fā)揮政策、技術(shù)、信息、人才等優(yōu)勢(shì)，創(chuàng)新思路、創(chuàng)新方法，與地方政府協(xié)作互動(dòng)，強(qiáng)化對(duì)企業(yè)的服務(wù)指導(dǎo)，建立完善產(chǎn)品質(zhì)量長(zhǎng)效動(dòng)態(tài)監(jiān)管機(jī)制，同時(shí)加大執(zhí)法稽查力度，對(duì)故意違法違規(guī)、生產(chǎn)出口假冒偽劣產(chǎn)品的企業(yè)，要給予重罰，加大其違法成本，逐步形成守法經(jīng)營(yíng)的氛圍；積極開(kāi)展應(yīng)對(duì)國(guó)外技術(shù)性貿(mào)易措施工作，加強(qiáng)對(duì)國(guó)外技術(shù)標(biāo)準(zhǔn)信息收集工作；切實(shí)落實(shí)區(qū)域內(nèi)企業(yè)監(jiān)管方案，推行“一廠一策”，扶優(yōu)扶強(qiáng)，在通關(guān)放行、保管單證、指導(dǎo)幫助等方面做到服務(wù)及時(shí)、措施到位；扎實(shí)推進(jìn)“政府負(fù)總責(zé)、企業(yè)嚴(yán)把質(zhì)量、檢驗(yàn)檢疫監(jiān)管、相關(guān)部門(mén)齊抓、行業(yè)協(xié)會(huì)協(xié)調(diào)、社會(huì)力量參與”的監(jiān)管機(jī)制，力爭(zhēng)早日把平湖出口服裝檢驗(yàn)監(jiān)管區(qū)建成全國(guó)先進(jìn)的檢驗(yàn)監(jiān)管示范區(qū)。
