Recently, reporters from Shandong Zaozhuang textile and Garment Association learned that the "China knitted cultural shirt city" Zaozhuang City Central District held a textile and garment industry development conference, focusing on the implementation of the "3 years of adjustment and upgrading of the textile and garment industry in Central China" and strengthening the construction of enterprise clusters, and studied and deployed the goals and measures of industrial development.

Zhai Lingan, Deputy Secretary General of Zaozhuang textile and Garment Association, told reporters that in 2009, the textile and garment enterprises above Designated Size designated by the China Textile Industry Association as "China's knitted cultural shirt city" completed industrial added value of 2 billion 390 million yuan, an increase of 29.6% over the same period last year, and realized sales income of 9 billion 520 million yuan, an increase of 17.5%.

However, compared with the developed areas of textile and garment industry, there are still some problems such as the overall size of the industrial cluster is relatively small, the product structure is single, the upstream and downstream links are lacking, and the supporting service system is imperfect.

Zhu Guowei, mayor of Central District, stressed the need to speed up the pformation of the textile and garment industry from low-cost cluster to innovative cluster.

First, we should build industrial clusters with competitive advantages.

We should focus on cultivating five leading enterprises, including weaving, dyeing and finishing, knitted sweater, cowboy leisure and children's wear industry chain. We should give preferential policies in terms of finance, taxation, bank loans and land. We should actively support the development of small and medium-sized enterprises, set up 100 million yuan special funds for urban pformation, adopt financing guarantee, strive for credit support, discount interest, reward and so on, and focus on supporting projects with low resource dependence, broad development prospects and high technology content.

Second, build new heights of talents and enhance the sustainable innovation ability of textile and garment industry.

To encourage and promote the all-round, multi-level and wide-ranging cooperation between textile and garment enterprises and famous institutions at home and abroad, the district government will focus on implementing the "entrepreneur quality improvement project" this year, organizing 40 heads of SMEs to participate in the training of Tsinghua University and Donghua University, strengthening the introduction of skilled talents, and improving the incentive mechanism for high-level talents.

Third, we should promote the integration and development of visible market and e-commerce, and innovate the market trading mode.

This year, the region will create 10 information demonstration enterprises, cultivate 10 fine management demonstration enterprises, adhere to the road of internationalization, specialization and marketization, and be the fourth "China (Zaozhuang) knitted cultural shirt trade fair".
