In 2008, the Liaoning provincial Party committee and the provincial government decided to develop leather industry in Fuxin, build a modern leather industry base and locate in Qinghemen district.

The city of Fuxin has seized rare opportunities for development and has made great efforts to build the leather industry and new urban area, and strive to build a modern leather city.

In October 30, 2009, the rich country leather project, which invested 800 million yuan, broke ground.

In July 18th this year, the first production enterprise of Fuxin leather industry base, which invested 150 million yuan and processed 1 million pieces of fur annually, was Heng Xin, Fuxin.

At present, the infrastructure construction and investment promotion of leather industry base in the city are rapidly advancing, and 34 enterprises, such as leather, fur, clothing and shoemaking have been introduced.

In the leather industry base, the Fuxin leather base sewage treatment plant, which invested 60 million yuan in handling ten thousand tons of leather capacity, has been trial run. Shanghai Fu Guo Co., which covers an area of 500 mu and has 5 million cowhide per year, is stepping up construction. It is expected to put into operation in late 10. A number of enterprises will be put into operation at the end of the year, including 3 million 600 thousand mu, 150 Wan Zhang of annual cowhide and 3 million 500 thousand Fuxin pigskin.
