The 9 new chemicals, which exist all over the world, are often used as pesticides and flame retardants. They are widely used in industrial and agricultural production and urban construction.

These 9 chemicals include: alpha hexachlorocyclohexane, beta hexachlorocyclohexane, six bromo two phenyl ether and seven bromo two phenyl ether, four bromide two phenyl ether and five bromo two phenyl ether, ten chloroketone, six brominated biphenyl, Lin Dan, ten chlorobenzene, perfluorooctane sulfonate and its salts and perfluorooctane sulfonyl fluoride.

This amendment is the first list of chemical substances restricted and prohibited to use in the Stockholm Convention on persistent organic pollutants. The revision of the Convention indicates that governments have put the problem of toxic chemicals on the global agenda.

Under the advocacy of the United Nations Environment Programme, the international community adopted the Stockholm Convention on persistent organic pollutants in 2001. The Convention then restricted and prohibited the production and use of 12 chemicals, including 8 organochlorine pesticides, including DDT, chlorid, and termite, including 2 kinds of industrial chemicals, including polychlorinated biphenyls, and 2 by-products of industrial production or combustion including dioxins, which came into effect in November 11, 2004.
