A new round of steel products implemented in January 1st this year

According to Wang Jianhua, deputy director of the Mysteel research center of the famous steel industry information institute, the three tax codes for reducing the export tariff rate include the hot-rolled stainless steel coils, which are not more than 3 mm in thickness and 4.75 mm below the thickness. The hot-rolled stainless steel coils, which are over 3 mm and 4.75 mm below, have been pickled hot-rolled stainless steel coils with thickness less than 3 millimeters. Their provisional export tariff rates have been reduced to 0% from the former 5%.

He believes that the reason for reducing the export tariff rate of the three kinds of stainless steel coil is that after many times the export tax rebate rate and the export tariff rate were cut last year, the stainless steel market is facing great pressure.

Analysts pointed out that the adjustment of the existing steel tax items is imperative for the export control of iron and steel products with the requirement of "keeping pressure", and the high-end steel varieties mixed with the low-end steel varieties after the adjustment will become the "compensation" for reducing the export tax rebate rate.

The tariff classification of the existing export products was determined more than 10 years ago, mainly based on the form, intensity and size.

Although some adjustments have been made in recent years, it is still relatively coarse in general, and it is difficult to reflect the differences in the technical content of the products. This leads to the fact that at present, the high, medium and low grade steel varieties of the same tariff code are "slime and sand everywhere", and tariff adjustment is unavoidable "one size fits all".

Prior to that, Wuhan Iron and Steel shares and Fuxing shares reflect that the high tech and high value-added products produced by the company, such as X70 and X80 pipeline steel, radial tire cord and PC stranded wire, are all reduced to the export tax rebate rate or the export tariff rate because of being mixed into low-end products.

Industry experts suggested that the steel products with high technological content and obvious competitive advantages in the international market should be set up as soon as possible, and the new tariff code should be set up as soon as possible, and some export tax rebates or export tariff reductions should be given support.

In the long run, the departments concerned should consider a systematic adjustment of the existing tax items, then impose additional duties on low-end steel products, and impose excessive tariffs on the high-end steel products.

Luo Bingsheng, executive vice president and Secretary General of the China Iron and Steel Industry Association, has confirmed to reporters that China's Steel Association has made recommendations to the relevant departments.
