The industrial cluster economy is an important organizational form for China's textile industry to increase industrial concentration, develop large and medium sized enterprises with international well-known brands and core competitiveness, enhance the specialization and cooperation level of small enterprises, and promote the optimization of enterprise organizational structure.

Therefore, whether the textile industrial cluster economy can be healthy and sustainable is crucial during the "12th Five-Year" period.

Since the beginning of 2002, the pilot work of textile industrial cluster development carried out jointly by the China Textile Industry Association and the textile industrial cluster area has made significant progress in the pilot work under the guidance of the central policies and guidelines and the concern and support of governments at all levels for eight years.

The productivity and social production mode of the industrial cluster have made great progress. The productivity and international competitiveness of many clusters have improved rapidly, the brand benefit is obvious, and the social responsibility has been strengthened, which has promoted the development of industrial clusters in various regions of the country, and has made positive contributions to the pformation and development of the textile industry.

In 2010, the China Textile Industry Association reviewed the pilot units designated from 2002 to 2009, and most of the pilot areas were confident that they would continue to do well in the pilot work according to the spirit of the central "12th Five-Year" plan.

To this end, the China Textile Industry Association decided to sign the agreement on the establishment of the textile industrial cluster pilot project in 12th Five-Year during the "12th Five-Year" period after the reexamination of the "12th Five-Year" pilot and newly added pilot areas. It was determined to take concerted efforts under the leadership of Scientific Outlook on Development, in accordance with the spirit of the Central Committee's proposal on the 12th Five-Year plan and the requirements of the State Council's "textile industry adjustment and revitalization plan" and the "12th Five-Year" national textile industry development plan, so as to make the textile industrial cluster economy rise to a new level, and contribute to the development of local economy and the building of a textile power.
