Recently, Fujian has promulgated the "total reduction plan for major pollutants in the leather industry", and strictly controls the total amount of two chemical pollutants (COD) and ammonia nitrogen (NH3N) water pollutants in the leather industry.

According to the plan, in the end of 2010, the province will eliminate the leather enterprises with the scale of 30 thousand mark per year or less. By 2012, the leather enterprises will be closed down by 100 thousand mark / year, and by 2015, the leather enterprises will be closed down 300 thousand.

During the "12th Five-Year" period, the leather industry in the province will carry out dual control of emission concentration and total pollutant discharge. In 2015, COD emissions and NH3N emissions decreased by 40% and 36% respectively, compared with 2008.

The plan calls for the construction of a unified sewage treatment plant in the leather concentration area. All leather enterprises and centralized wastewater treatment facilities must be installed on-line monitoring equipment. Centralized wastewater treatment facilities must be constructed with a standard central control system, and dynamic monitoring of the operation of the sewage treatment system should be carried out. The on-line monitoring equipment of the leather enterprise wastewater should be connected to the monitoring department of the local environmental protection department and the central control room of the centralized wastewater treatment facilities.
