What is the lottery? As the funds for the purchase of new shares generally exceed the funds raised by the new listed companies, it is necessary to distribute the shares among all the purchase funds through a random way, so as to ensure the fairness of the purchase. The Shanghai stock market stipulates that the purchase unit is 1000 shares, and the purchase quantity of each account is not less than 1000 shares. More than 1000 shares must be an integer multiple of 1000 shares; the Shenzhen stock market stipulates that the purchase unit is 500 shares, and the purchase quantity of each account is not less than 500 shares, and the 500 shares must be an integer multiple of 500 shares.

Each valid purchase unit corresponds to a quota. By randomly assigning the deciding sign, that is, the successful purchase unit. The ratio between the signed purchase units and the total amount of effective purchase units participating in the purchase is the winning rate of the purchase.

For example, the issue price of new shares listed on the Shanghai stock exchange is 10 yuan, issuing 100 million shares. Each purchase unit is 10*1000=10000 yuan, a total of 10000 signed purchase units. If the total amount of the purchase is 10 billion, there will be 1000000 effective purchase units. The winning rate is =10000/1000000=1%.
