The Shishi Office of the Quarantine Bureau was informed that all the 38 high quality substances (SVHC) listed by the EU REACH regulations must be completed before June 1st.

The inspection and Quarantine Department reminded the region to export EU enterprises.

REACH is the European Union's "chemicals registration, assessment, licensing and restriction regulations", is the most widely used chemical regulations in the world, and is also a technical trade barrier.

Since the entry into force of the regulation in June 1, 2007, a total of 4 batches of 46 substances have been included in the authorization list of the EU chemicals authority, such as o-benzoate two formate, five oxidized two arsenic and three chromium oxide. The substances on the list are officially recognized as high concern substances because of their harmful effects on the environment and human health.

Inspection and quarantine department staff told reporters, among them, the first three batches of 38 kinds of SVHC were included in the authorized list before June 18, 2010, according to the regulations, the notice should be completed before June 1st of this year; the fourth batch of 8 SVHC will be officially included in the authorized list in December 15, 2010, and the announcement must be completed before June 15th of this year.


According to REACH

It is stipulated that the goods contain more than SVHC 0.1%w/w (i.e. the total content in the article is more than 0.1% concentration in mass fraction), and the total quantity of the material entering the EU market is more than 1 tons per year. Then the manufacturer or importer of the article must inform the EU chemical authority. If the total amount does not exceed 1 tons, the manufacturer or importer shall deliver the relevant information free of charge within 45 days when the consumer is required.
