According to the 23 National Development and Reform Commission, in order to tighten the management authority of electricity price, further implement the electricity price management policy, and exert the important role of the electricity price regulation policy to change the mode of economic development, the development and Reform Commission recently issued a circular, strictly prohibit the unauthorized introduction of various places.

The development and Reform Commission, in a notice on rectifying and standardizing the order of electricity prices, said, "without the approval of the committee, the local government and its relevant departments should go beyond the price management authority, make the electricity price adjustment policy without authorization, and introduce and implement preferential tariff measures on their own. Without the approval of the Commission, the State Electricity Regulatory Commission and the State Energy Bureau, the pilot of large user direct power supply without authorization, or in other names, in a disguised way, the price of the enterprise's electricity consumption should be reduced."

The development and Reform Commission stressed the need to continue to introduce preferential tariff measures in order to obstruct the state.

The above circular requires that "in the light of the actions of the authorities across the border to introduce preferential tariff rates, I will inform and criticize publicly the seriousness of the cases, and ask the relevant departments to investigate the administrative responsibilities of the responsible persons."

The development and Reform Commission also requested the relevant regions and enterprises to stop implementing the document issued by the State Planning Commission on the issue of using electricity from the two Tan Hydropower Station to supply electricity directly to the high energy consumption enterprises, and other documents concerning the direct purchase of electricity from the Panzhihua Vanadium Titanium Industrial Park in Sichuan Province and the Sichuan power and electric smelting (yellow phosphorus factory) to the power generation enterprises, and the provisions of the direct consultation between the supply and demand sides of the power supply price.
