It is understood that in the meeting convened by the Chinese Ministry of industry and the Ministry of industry in July 28, 2011, China agreed to provide technical assistance to six industries on the condition that the Ministry of industry must submit proposals for Indonesia. At present, the Ministry of finance of Indonesia urges the Ministry of industry to complete the proposal as soon as possible so as to negotiate with the Chinese side.

Agus, director general of the International Industrial Cooperation Department of the Ministry of industry, said that such a solution could not solve the problem, because the basic problems of the six industries were not solved by technical assistance. China should provide assistance in accordance with the requirements put forward by the Minister of industry in April 16, 2011.

In order to protect the domestic market, the Ministry of industry requires that five import ports be restricted, and smuggling must be strictly prohibited. The import of goods must be strictly restricted. It must comply with the Indonesia national standard and attach the Indonesia language label and implement anti-dumping measures.

Prior to that, the Ministry of industry also suggested setting a threshold to reduce exports if there is a deficit of 1 billion US dollars in an industry.

He acknowledged that technical assistance is sufficient to enhance industrial competitiveness, but it can not solve basic problems, such as insufficient natural gas supply, marketing difficulties, tax concessions or shortage of raw materials.

The Chinese government should build machinery factories in Indonesia to help restore industrial machinery. This is exactly what Indonesia needs to improve its competitiveness.
