The notice of production and acquisition management requires all departments in charge and the Bureau of industry and commerce to strengthen the macro guidance of cocoon production, formulate reasonable purchase price, strengthen the inspection of cocoon purchase, and standardize the purchase of market order.

In 2011, sericulture industry in China showed a good trend of steady operation, sericulture production developed steadily, the output of main products of cocoon silk increased rapidly, domestic demand of silk brand products expanded significantly, and the industrial economic indicators of the industry improved.

In order to further manage the cocoon production and acquisition in 2012, maintain the overall balance between supply and demand of cocoon silk, maintain order stability, protect the interests of sericultural farmers and ensure sound and rapid development of the cocoon and silk industry, the Ministry of Commerce and the State Administration for Industry and Commerce require all departments in charge and the Bureau of industry and commerce to strengthen the guidance of sericulture production in accordance with the notice of the guidance plan for mulberry silkworm cocoon mulberry silk production in 2012.

All localities should attach great importance to preventing the negative impact of natural disasters on cocoon production, formulate and improve the major disaster weather warning and silkworm control plan, organize technical services and necessary silkworm production materials, and strengthen prenatal, mid and postnatal technology production services, so as to ensure the safety and quality of cocoon production.

The output and price of silkworm cocoons in 2012 should be basically stable in 2011.

After consulting the relevant departments, main production provinces (autonomous regions and municipalities directly under the central government) and some enterprises, it is estimated that the purchase price of fresh silkworm cocoons in 2012 will be about 1750 yuan per 50 kilograms.

The purchasing operators of fresh cocoons should strengthen the consultation and convergence of the cocoon purchasing price in the adjacent areas according to the local production and marketing situation and production costs, and timely report the price authorities to determine the reasonable purchase price.

The competent commercial departments at all levels should keep abreast of the situation of cocoon production, purchase and price dynamics, strengthen market monitoring, and guide silkworm farmers and fresh cocoon purchasing operators to correctly understand the cocoon production and marketing and price situation, so as to ensure the smooth operation of cocoon purchasing.

According to the relevant stipulations of the "measures for the qualification of Fresh Cocoon acquisition", the provincial competent commercial departments (cocoons and silk mills) should do well the examination, issuance and publicity of the qualification of fresh cocoon purchasing operators, and timely report the qualification units of fresh cocoons purchased by the provinces to the Ministry of Commerce for archival filing, and notify the provincial administrative departments for Industry and commerce.

The administrative departments for Industry and commerce at all levels shall strictly carry out the approval and registration according to the qualification of cocoon purchase, strictly control the entry of market participants from the source, and resolutely clamp down on non conforming conditions.

The administrative departments for Industry and commerce at all levels should intensify law enforcement and strictly investigate and deal with unlicensed acquisition and over range purchase of cocoons.

The order contract is executed in good faith to ensure that the order is stable.
