In June 30th, the European Union's Chemicals Administration (ECHA) announced that it formally launched the nomination and public evaluation of the "highly concerned material candidates list" under the REACH regulations, which will last until August 14th this year.

During this period, anyone can comment on the nomination.

After that, the Committee of member states of ECHA will examine the nominations and public comments to determine the final "highly concerned material candidate list".

"Highly concerned substances" are generally chemical substances that are highly toxic to the environment and human body.

Once they are listed on the list of highly concerned substances, manufacturers or exporters of substances should first notify ECHA. If manufacturers or exporters have such "highly concerned substances", manufacturers or exporters should provide detailed safety instructions to consumers.

In addition, if the material in the list is finally included in the list of authorized substances of the REACH regulation, the enterprise must first submit the authorization application and obtain the authorization of the European Commission to manufacture or export to the European Union.

It is reported that the European Union will officially release the first batch of "highly concerned material candidates list" at the end of October 2008.
