< p > > a href= "//m.pmae.cn/news/index_c.asp" > US < /a > is negotiating with the European Union on p the Atlantic trade and investment partnership (TTIP), seeking to enter the EU market under the principle of complete reciprocity for us textiles and clothing products.

< /p >

The US trade representative Administration (USTR) said that the ongoing a href= "//m.pmae.cn/news/index_c.asp" TTIP < /a > negotiations aimed at creating an ambitious and comprehensive free trade agreement that will significantly expand trade and investment between the United States and the European Union, enhance economic growth and increase employment opportunities and international competitiveness, and solve the common concerns of the whole world.

< /p >

< p > USTR said, "we will seek a completely equal market entry for us textile and clothing products exported to the EU through effective customs cooperation and other provisions in promoting textile and clothing trade between the United States and Europe.

< /p >

In 2013, American textile and garment manufacturers sold nearly 2 billion 400 million dollars to the EU market. USTR said that the elimination of EU tariffs on textiles and clothing would create new opportunities for integration into the European supply chain. P

"Strengthening cooperation between the US and EU customs will also help to ensure that textiles and clothing products that do not conform to the TTIP requirements will not enter the United States through third countries," P USTR said.

< p > > a href= "//m.pmae.cn/news/index_c.asp" > garment enterprises < /a > also urge TTIP to negotiate the trade rules between the United States and Europe to further harmonization and simplification.

The negotiations between the Trans-Pacific Partnership (TPP) and the two major free trade agreements (Transatlantic) of the the Atlantic trade and investment agreement (patlantic trade and investment partnership), which are currently under way, will have a great impact on the textile and clothing trade in the United States once it is completed and effective.

At present, 20 countries have signed FTA with the United States, and the number will increase to 54 countries after the entry of TPP and TTIP.

< /p >

< p > at present, the focus of attention of the American textile and garment industry is whether the final agreement text of TPP and TTIP includes "yarn-forward" clause; most of the FTA adopts the plateau as the criterion for identifying the origin of textiles.

The so-called "yarn starting" plateau means that the materials used in the textile industry should be derived from the "yarn" (yarn) and "fabric" (fabric) of the FTA member countries, so that they can enjoy preferential import tariffs on textiles and garments.

< /p >

< p > however, the complex TPP plateau is a member of the main textile and garment manufacturing and exporting countries, such as Vietnam, and is currently imported from the non TPP member countries such as mainland China and Korea.

If the "yarn starting" plateau is excluded, Vietnamese textile producers continue to use the yarn and fabric fabrics imported from non TPP member countries to make textiles and garments, but still receive lower or zero tariff preferences to export their textiles to the United States.

Therefore, even if the exporting countries of other yarns and fabric fabrics are not TPP members, they will benefit from the TPP negotiations, while the proportion of Vietnam's garment industry in the US market will also increase.

< /p >

< p > on the other hand, as the 28 member countries of the European Union are the largest export markets in the US, the TTIP of the US and the EU will have a major impact on the textiles and clothing industry in the United States once it is completed and effective.

EU retailers may choose to import tannin cloth from the United States instead of importing from Asian countries.

TPP is expected to complete negotiations in this (2014) year, but TTIP is still in the front stage of negotiations.
