Since July 1st, the regulations on the disclosure of information of the Shanxi provincial government will be formally implemented. Besides administrative organs, public enterprises and institutions closely related to the interests of the masses, including education, health care, water supply, power supply and environmental protection, have also been included in the scope of the regulation. 
 "Regulations" divide the government information into three categories: the first is the information which voluntarily opens to the outside world. Government information within this scope shall be made public within 20 working days from the date of its formation or change. The second category is information disclosed according to the application. Besides the government information voluntarily disclosed by the executive authorities, citizens, legal persons or other organizations may also apply to the administrative organs for obtaining relevant government information according to their special needs such as production, living and scientific research. In principle, it will reply from 15 working days from the date of receipt of the application. The third category is government information which is not disclosed. It mainly refers to government information involving state secrets, trade secrets and personal privacy. However, it may also be made public if the consent of the obligee is made public, or if the administrative organ considers that the disclosure is not likely to make a significant impact on the public interest.
