The company introduced 200 sets of numerical control machine tools for the annual production of Czech fly Matt to handle the relevant formalities.

In the past, foreign investment projects and overseas investment projects in Hebei were implemented with a single approval system.

Foreign investment projects like Matt CNC machine tools, except for the provincial development and Reform Commission, need approval from the central authorities.

Prior to approval, land pre-trial is required.

Such procedures often take months or even longer.

Recently, the provincial development and Reform Commission took the lead in reforming the management mode of foreign-related investment projects.

After the reform, foreign investment projects are subject to approval except for restricted categories and projects with control requirements for China. All other projects are managed by filing.

Except for the specific projects approved by the state, the overseas investment projects shall be put on record management.

Now, the US $445 million investment in the Matt project will only go to the provincial development and Reform Commission for record, without the approval of the central authorities.

At the same time, pre conditions such as land preview and environmental impact assessment have become postconditions, which can be processed after registration.

In October 18th, in the northeast corner of Da Wang Village, Wuan, Matt, deputy general manager of the South steel group, introduced to reporters that the company will build a Sino Europe science and Technology Industrial Park with the lead of the flying Matt project, attracting more than ten European equipment manufacturing enterprises.

The project was originally planned to start in March 2015, and is now expected to start before the end of this year. It will play an exemplary role in extending the steel industry chain of Hebei iron and steel enterprises in the future.

Wang Lizhong, deputy director of the provincial development and Reform Commission, said that at present, in terms of foreign investment project management reform, our province is the largest in the country.

After the reform, the proportion of approved projects in the total number of projects in our province has been very small.

The responsible person of the Reform Office of the provincial Party committee said that this year was the first year after the comprehensive deepening reform started in the third Plenary Session of the 18th CPC Central Committee. Our province has carried out 26 key reforms in eight aspects, such as activating the market players.

Among them, foreign investment project management reform will promote the convenience of our province's introduction of foreign investment and overseas investment, accelerate the pace of "Introduction" and "going out", and stimulate market vitality more.
