The deputy director of the Standing Committee of the Municipal People's Congress, Pu Yi, Wang Weixu, Gu Fulin and Zhao Kun, took part in the investigation, accompanied by the Standing Committee of the municipal Party committee and the deputy mayor Nie Yunling.

The research team went to the Nangang district health care road sub district office and the municipal administrative service center for field research.

It is understood that the municipal government should speed up the pformation of government functions from the aspects of reducing approval matters, making clear the level of examination and approval, optimizing the administrative examination and approval process, and so on.

Up to now, the administrative examination and approval items set up by the Harbin municipal level have been abolished.

In order to better undertake the administrative examination and approval items set by the state and province, the municipal administrative service center began to reengineer the administrative approval process in 2013, that is, the foothold and angle of the approval process design from the original "you request for approval according to my requirements" to "I serve you according to your requirements", and the content of the service is changed from "all embracing" to "tailored".

The situation of "self governance" was broken, and the implementation of multi department cooperation has greatly improved the efficiency of examination and approval.

Wang Ying said in his research that the municipal government attaches great importance to speeding up the pformation of government functions, and has made efforts to co-ordinate and push ahead with the reform. Efforts have been made to reform, promote initiatives, work and innovate, and many work has begun in the country, reflecting the confidence and determination to build a satisfactory government.

It is emphasized that speeding up the pformation of government functions and institutional reform is a long-term, complicated and arduous task, and will be deepened gradually along with the reform of economic system and the reform of political system.
