On March 12th, the State Administration for Industry and Commerce recently issued a stipulation on the "consumer link operators' first asking and compensation first payment system". Consumers can claim compensation from merchants when buying online. If online trading platform can not provide sellers or service providers with the real name, address and effective way of contact, consumers can claim compensation from online trading platform operators.

If the network trading platform makes more promises to consumers, it should fulfill its promise and recover the compensation from sellers or service providers in accordance with the law.

In response, Yang Hongcan, director general of the State Bureau of consumer protection and the State Administration for Industry and commerce, said that according to the requirements of the State Council, the State Administration for Industry and Commerce recently issued "opinions on improving the first payment system for consumers in the consumption link and the system of prepaying compensation to protect the legitimate rights and interests of consumers" (see below).

In the light of the situation of the seller's passing the buck, the SAIC clearly stipulates that consumers or other victims may cause damages to the seller or the property due to the defects of the goods, or they may demand compensation from the producers.

If a consumer requests compensation from the seller, the Seller shall not prevarication; after compensation, the Seller shall recover the goods from the manufacturer in accordance with the law.
