Recently, AQSIQ released the white paper on the quality of imported cotton in 2014, which announced the statistical data and information of the entry and exit inspection and quarantine institutions in the supervision of imported cotton in 2014.

In 2014, the national entry exit inspection and quarantine institution inspected 9415 batches of imported cotton, 2 million 758 thousand and 400 tons, and the total value was 5 billion 810 million US dollars. Compared with the batch in 2013, it reduced by 37.46%, reducing the weight by 33.80% and reducing the value of goods by 31.41%.

In 2014, the whole country imported cotton from 40 countries and regions around the world. According to the value of imported cotton, India, the United States, Australia, Uzbekistan and Brazil ranked the top five.

The overall quality of cotton is not optimistic, except for its quality.

The rate of substandard was decreased compared with the same period last year, and the grade, length, and strength failed rate increased compared with the same period last year.

The four main indicators of cotton evaluation were grade, length, micron value and fiber strength. The average non conformity rates were 13.38%, 4.43%, 4.18% and 3.97% respectively.

The inspection and Quarantine Bureau issued 6708 quality claims certificates, the quality claim amount was 41 million 702 thousand and 800 USD, the external weight claim certificate was issued 8148 copies, the weight claim amount was $54 million 955 thousand and 200, two total external claims 96 million 480 thousand US dollars, accounting for 1.66% of the total import value, which saved huge economic losses for the state and enterprises.

The main problems are: Cotton with multiple producing areas and lots of batches, and the sale is difficult to guarantee, resulting in a downgrade; the quality difference between the sample and the actual arrival cotton is too large; the cotton packing is not standardized, resulting in the pollution of cotton bags and the deterioration of the quality; the phenomenon of short weight is serious, and some batches have short packing phenomenon; there are mixed waste cotton, foreign fiber, mildew and harden; a few overseas suppliers are not honest and cheat.

AQSIQ has carried out an in-depth analysis of the main problems of imported cotton, and combined with China's domestic cotton demand and import cotton development trend, the adoption of credit management, arrival inspection and other measures to ensure the quality of imported cotton.

The release of the white paper will provide useful help and guidance for cotton enterprises. It will also provide advice and reference for supervision departments at all levels to do import cotton inspection and supervision work, and provide basic data support for the quality management and development strategy of cotton industry.
