For continuous improvement of infants and children

On the basis of issuing GB18401-2010's "national textile product basic safety technical specification", the National Standard Committee has issued the mandatory national standard GB31701-2015 "infant and child textile product safety technical specification". The standard was officially released in May 26, 2015. It is the first mandatory national standard specifically for infants and children's textile products (children's wear). It will be formally implemented in June 1, 2016 and the pitional period will be 2 years.

Products that are manufactured before June 1, 2016 and meet the relevant standard requirements are allowed to continue to be sold in the market until May 31, 2018.

The requirements for rope and chemical safety have also surpassed the relevant national standards such as Japan and Korea.

After the implementation of the new standard, our children's clothing enterprises will further strengthen the quality management and testing of product safety, and the business risks and costs of children's clothing enterprises will be improved.

At the same time, the introduction of the new standard will greatly improve the technical threshold of our baby textile products, and bring about a great increase in the cost of product design and research, raw material procurement, laboratory testing and so on.

As the inspection and supervision department of imported garments, the inspection and quarantine department reminds consumers that when choosing children's clothing, we should pay attention to the following aspects: whether there are trademarks or factory names in Chinese products.

Is there any clothing logo on the product?

The size mark is similar to the dress code, and is separated from the pattern by diagonal line, for example, the coat 145/68, which is suitable for children with 145cm height and 68cm around the chest.

There is no ingredient identification on the product. It mainly refers to the identification of the fabric and interior material of the garment.

The contents and contents of the filler should also be specified in the garment with filler.

Are there any graphic symbols and instructions on the product and can read the washing and maintenance requirements?

Is there any product certificate, product execution standard number, product quality grade and other identification on the product?

If the product is labeled with formaldehyde, a class 0~24 infant clothing should be less than 20mg/kg for a period of 0~24 months, and children's clothing with direct contact with the skin is less than 75mg/kg for more than 24 months. Children's clothing with non direct contact with the skin is less than 300mg/kg.

The permanent identification of children's clothing should be made of soft material and sewn in the proper place, so as to avoid direct contact with children's skin and prevent the children's skin from being damaged by friction.

The release of this standard reflects our government's attention to the safety problems of infants and children and the determination to regulate the production and sale of such products. For the vast number of importers and manufacturers, we need to organize technical personnel to study the contents of this standard in a timely manner, and inform the manufacturers of foreign countries about the technical requirements of the standard in advance. During the production process, the technical requirements of the standard are put into the actual product quality control and management, and the quality of production management and product quality is effectively improved, and the risk of the return or destruction of the inspection and quarantine department is caused by the reasonable avoidance of the safety performance of infants and children's clothing after failing to meet the national standards.
