Recently, the Southern Common Market approved and promulgated the "technical regulations for textile labeling" MERCOSUR/GMC/RES.

Resolution 62/18, in order to determine the requirements for textile labels produced or imported for sale by members of Mercosur.

According to the statute, Member States must incorporate the requirements of the law into the national legal system by June 15, 2019.

The common market is a South American economic and political agreement between Argentina, Brazil, Paraguay and Uruguay.

The member states of the agreement have implemented technical regulations for the textile labeling requirements by adopting resolution MERCOSUR/GMC/RES 62/18 to promote free trade among Member States and ensure that the composition of textiles is clearly and correctly identified.

This technical regulation will repeal resolution GMC 33/07.

According to the new labelling regulation, textile products consisting of at least 80% percentage weight of textile fibers and / or filament yarns shall comply with this regulation.

The product label requirements include: 1. the name, enterprise name or trade mark registered in the consumer country, and the tax identification number of the manufacturer or importer, or any person who uses his proprietary trademark or company name, or a person who holds a trademark license.

2. the country of origin is preceded by the words "Hechoen (Made in)" or "Fabricadoen (Manufactured in)" or "Industria (Industry)", followed by the name of the country of origin.

It is not acceptable to designate the place of origin in the name of the economic zone or the national flag.

3. the names and contents of textile fibers or textile filament yarns are expressed in terms of mass percentage.

4. the nursing label instructions must conform to the NM ISO 3758:2013 standard and can be represented by symbols and / or characters.

Nursing procedures must be informed in accordance with the order: washing, bleaching, drying, ironing and professional textile care.

5. size or specification.

The mandatory information listed above must be shown in permanent, non erasable, clearly visible labels, seals, stickers or similar ways.

The information listed must be expressed in the language of consumer countries, but it can also be expressed in one or more languages without bias.

China is the largest textile producer and exporter in the world. In 2018, China's textile exports amounted to 119 billion 100 million US dollars, an increase of 8.1% over the previous year, and textiles were also important export industries in Ningbo.

According to Ningbo customs statistics, Ningbo exported 36 billion 566 million yuan of textile yarn, fabrics and products in 2018, an increase of 9.87% over the previous year.

In order to ensure the normal export of textiles to the region, the customs advised that the relevant enterprises should make preparations as soon as possible, collect information in time, and interpret the labels and regulations of the relevant products in depth so as to avoid the situation of export obstruction.
