The departments in charge of industry and information technology of all provinces, autonomous regions, municipalities directly under the central government, cities under separate planning and Xinjiang production and Construction Corps:

In order to implement the opinions of the general office of the State Council on carrying out the "three products" special action to create a good market environment for the consumer goods industry (No. 40 of the State Office [2016]), the textile side supply side structural reform was carried out, and the textile and garment creative design ability was enhanced. The construction of the independent brand of the textile and garment creative design pilot plant (platform) management method (Trial Implementation) (Ministry of industry consumption No. 2016] 396 (hereinafter referred to as the "management measures") was carried out to organize the creation of the 2019 textile and clothing creative design pilot park (platform). The following matters are notified as follows:

I. declaration requirements

(1) the declaration principle. Voluntary declaration of related parks (platforms).

(two) reporting body. Textile and garment creative design Park (platform), which has been officially operating for over 2 years and achieved some success.

(three) application materials. Fill out the "textile and clothing creative design pilot park (platform) declaration" (Annex 1), and submit the declaration materials and related supporting materials as required, in three copies, binding to a book.

(four) reporting channels. The eligible applicants shall submit the declaration materials to the competent departments of industry and information technology of the provinces (autonomous regions, municipalities directly under the central government and municipalities directly under the central government, the Xinjiang production and Construction Corps, hereinafter referred to as the provincial level).

Two. Recommendation requirements

(1) the provincial competent departments of industry and information technology, as the recommended units, make preliminary examination of the materials submitted by the reporting body and recommend the best ones. The recommended unit will issue the recommendation and seal on the declaration form of the textile and clothing creative design pilot park (platform). The official document will be submitted to the consumer goods industry department of the Ministry of industry and information technology along with the relevant declaration materials.

(two) the Provincial Department of industry and information technology can recommend the 2 home area (platform) as the object of evaluation. The deadline for receiving the recommended materials is August 31, 2019.

Three. Review of the first batch of pilot parks (platforms).

According to the "management measures", the first batch of "textile and clothing creative design pilot park (platform)" (Annex 2) announced by our department must be declared for review, and the title of the continuation of the pilot park (platform) will be passed through the review.

The reexamination units only need to fill in the first "textile and clothing creative design pilot park (declaration form)" in the declaration of textile and clothing creative design pilot area (platform), and provide a report on the construction of the park in recent three years (around 2000 words), including the enhancement of the characteristics and advantages, the innovation of operation mode, the upgrading of the supporting service functions, and the upgrading of the service industry capacity. There are three copies of the retrial materials, and the electronic version is sent to fzc@miit.gov.cn. The requirements for reexamination declaration, audit recommendation and acceptance deadline are the same as above.

All provincial departments of industry and information technology must conscientiously organize the declaration and recommendation of textile and garment creative design parks (platforms), and urge the first batch of pilot parks (platforms) in their respective jurisdictions to participate in the reexamination.
