In August 13th, the office of the United States Trade Representative (USTR) formally announced the implementation plan of adding 10% additional duties to China's imports of about $300 billion. The plan points out that the current tax list is divided into the list 4A and the list 4B two. Among them, the list of 4A products will be formally added in September 1st, and the tariffs on the list 4B products will be postponed to December 15th. In addition, the 4B list includes "computers, video game consoles, some toys, computer monitors, and some footwear and clothing products". The vast majority of textile companies are concerned about the time when each subdivision product will be subject to customs duties.

Earlier, Sino US economic and trade consultations took place between the two sides. The Chinese side made a solemn negotiation on the issue of tariffs imposed on China's US goods in September 1st by the US side. The two sides agreed to call again in the next two weeks.
