In October 30th, the Zhejiang textile test and Research Institute led the implementation of the Zhejiang provincial standardization strategy major pilot project - "textile industry transformation and upgrading standardization pilot project" (hereinafter referred to as "pilot project"), through the expert group's examination, questioning and discussion, with a high score through inspection.

　　《試點(diǎn)項(xiàng)目》以紡織產(chǎn)業(yè)關(guān)鍵環(huán)節(jié)-印染產(chǎn)業(yè)改造提升為切入點(diǎn)，以紹興柯橋?yàn)I海印染工業(yè)園區(qū)標(biāo)準(zhǔn)化試點(diǎn)為核心，上延至化纖以及蘭溪棉紡織造等行業(yè)，下延至余杭家紡和桐鄉(xiāng)蠶絲被等終端紡織消費(fèi)品行業(yè)，歷經(jīng)二年的試點(diǎn)實(shí)踐，通過(guò)國(guó)家、省、市、縣級(jí)四級(jí)機(jī)構(gòu)聯(lián)動(dòng)，發(fā)揮各自資源優(yōu)勢(shì)，從園區(qū)集聚、綠色企業(yè)、先進(jìn)技術(shù)與產(chǎn)品、節(jié)能環(huán)保等四大標(biāo)準(zhǔn)領(lǐng)域入手，共完成5項(xiàng)標(biāo)準(zhǔn)體系框架圖，制修訂國(guó)家標(biāo)準(zhǔn)3項(xiàng)、行業(yè)標(biāo)準(zhǔn)6項(xiàng)、地方標(biāo)準(zhǔn)2項(xiàng)、團(tuán)體標(biāo)準(zhǔn)67項(xiàng)，組織標(biāo)準(zhǔn)宣貫19場(chǎng)，在21家企業(yè)/產(chǎn)業(yè)集聚區(qū)開(kāi)展試點(diǎn)工作，形成專報(bào)1份、對(duì)標(biāo)報(bào)告2份、調(diào)研報(bào)告8份、摸底報(bào)告2份，在3家印染企業(yè)構(gòu)建了較為完善的企業(yè)標(biāo)準(zhǔn)體系和制定40多項(xiàng)企業(yè)標(biāo)準(zhǔn)，有4篇次論文獲獎(jiǎng)，超額完成項(xiàng)目合同目標(biāo)。

The "pilot project" pays attention to experience summarization and refines five standardized ways to promote the transformation and upgrading of the textile industry. The first prize of the "Yangtze River Delta standardization paper" was awarded by the "standardization + effect" to boost the transformation and upgrading of the textile industry in Zhejiang Province, which was written in 2018. First released the first sub sector of the province's "guide to the construction of standard system for the manufacture of products in Zhejiang" in the field of textile and clothing, and systematically promoted the work of manufacturing standards in Zhejiang. Experts in the industry believe that the guide to system building is of positive significance for leading Zhejiang to build a strong textile province from a major textile province.

During the pilot period, the project group formulated, publicize and implemented the group standard of "General requirements for green printing and dyeing", and formulated the rules for inspection and evaluation of standards for green printing and dyeing groups in Keqiao District of Shaoxing. 20 enterprises met the standard requirements and received a reward of 2 million yuan from the Keqiao district government. The enterprises participating in the green printing and dyeing matching standards were improved in terms of product quality qualification rate, energy efficiency, alarm device control rate and qualification rate, management ability and so on, and the output value, profits and taxes and competitiveness of enterprises were improved. The overall level of printing and dyeing industry in Keqiao has also increased substantially. According to preliminary statistics, the tax revenue per mu in the printing and dyeing industry has increased from 131 thousand and 700 yuan per mu to 200 thousand and 400 yuan per mu. The unit energy consumption increased from 411.52 yuan / ton standard coal to 813.59 yuan / ton standard coal, the proportion of international equipment in printing and dyeing enterprises reached more than 60%, the key technology of printing and dyeing enterprises reached 100% of CAD technology, and the average bath ratio of dyeing equipment increased from 1:10 to 1:5.

The pilot project is a modern textile industry standardization system that is suitable for the provincial textile and testing institute to adapt to the textile industry of our province. To promote the upgrading of traditional textile industry with the "standardization +" effect is another exploration of the integration of industry, University and research. The next step will be to deepen the experience of the pilot project and boost the upgrading of our traditional manufacturing industry.
