In 2019, Xianyang Xinxing Textile Industrial Park resolutely implemented the decision making plan for eliminating poverty and tackling difficulties in cities and provinces, actively shouldering social responsibilities, and comprehensively helped to tackle poverty alleviation. In July, Yan Fei, the first excellent secretary in the province, was sent to Qianxian County Zhou Zhen Jiahe village in Linping town to carry out precise poverty relief work. Under the strong leadership of the party committees and governments at all levels and the support of all sectors of society, the poverty alleviation team of the park has gone through research, fully demonstrated and actively explored the road to becoming rich, and finally decided to help Zhou Jia He village develop the efficient economic industry of Dahongpao and pepper, and create "1000 mu pepper garden". The Zanthoxylum bungeanum garden is expected to enter the fruit bearing period in 2025, and its economic benefits are considerable.

In 2020, the poverty alleviation team of the park adopted measures such as the introduction of Chinese herbal medicines under the forest floor, and the establishment of 70 thousand Dahongpao pepper beds, and so on, to provide 500 thousand yuan for labor income and assistance funds (materials).
