In order to encourage self employment and self employment, and further promote the re employment of unemployed persons, the relevant departments of the state recently issued a notice to register unemployed, disabled, retired soldiers and ordinary college graduates within 2 years after graduation. Those who engage in self-employed businesses (except construction, entertainment, advertising, real estate sales, housing intermediaries, etc.), are exempt from registration fees, certificates and management categories within 3 years from the date of their first registration in the industrial and commercial sector.

The fee for verification, the cost of the demonstration contract for the economic contract, the cost of the tax registration certificate collected by the tax department, the administrative enforcement fee for health monitoring, the hygienic quality inspection fee, the preventive medical examination fee and the health permit fee charged by the health department; the registration fee of the private non enterprise unit charged by the civil affairs department; the cost of the occupational qualification certificate collected by the human resources and social security department; the administrative fees charged by the State Council, the Ministry of Finance and the development and Reform Commission for other registration categories, certificates and management categories; the relevant administrative and industrial fees charged by the provinces, autonomous regions and municipalities directly under the central government and their financial and price departments in accordance with the management authority, including the registration category, certificate category and management category involved in the individual operation. The notice stipulates that the fees charged by individual business operators include: registration fees for individual industrial and commercial households charged by the business sector, management fees for individual industrial and commercial households, management fees in the market, and economic contracts.
