Canal regulation: there is no specific timetable for when it can be cured

When the canal pollution can be remedied is a matter of concern to many people. He said: "I dare not say whether the canal will be treated next year, but I'm afraid that the more I say, the more wrong I will be." He said that if we do one thing successfully, we will be able to manage the canal successfully for 20 consecutive years.

Yuan Shaodong said that the canal has many pollution sources, including industrial pollution, domestic pollution, garbage pollution and upstream pollution sources. The key to renovating the canal is to treat it from the source. He divided the whole work into two parts. First, intercept the sewage points comprehensively, dispose of the garbage along the canal, and avoid generating new pollution sources. Another measure is to prevent and control inland rivers. Yuan Shaodong believed that the pollution of the internal rivers was very serious. If the water discharged from the internal rivers into the canal was thoroughly regulated, the canal would be better.

According to Leng Xiaoming, the Executive Vice Mayor of Dongguan City, in the first half of this year, the Dongguan Municipal Government carried out comprehensive renovation and ecological restoration of 285km long inland rivers.

He said that the work should be carried out in an all-round way. On the basis of doing a good job in the main pipe network, it should be combined with the regulation of internal rivers. According to Leng Xiaoming, the Executive Vice Mayor of Dongguan, the Dongguan Municipal Government has strengthened its efforts to control polluting enterprises. In the first half of this year, the Municipal Environmental Protection Bureau forced the closure of 37 highly polluting enterprises and issued a decision letter to 95 enterprises on the deadline for treatment.

Leng Xiaoming said that in the next stage, the Dongguan Municipal Government will resolutely close down about 250 pure electroplating, pure bleaching and dyeing, pure washing water and pure printing enterprises, as well as small paper enterprises and small-scale tannery enterprises with an annual output of less than 50000 tons (excluding toilet paper) in accordance with the requirements of the rectification work plan, "The control of industrial enterprises has shifted from the concentration control of single pollutant discharge to the two-way control of pollutant concentration and total amount".

For heavily polluting enterprises, especially paper enterprises, Dongguan Environmental Protection Bureau has put forward a clear governance goal, requiring that the recycling rate of production wastewater of paper enterprises must reach more than 80%, and at the same time, comprehensively renovate the black chimneys throughout the city, focusing on motor vehicles, furniture, electronics, shoemaking, oil depots (gas stations) and other industries.

At present, 19 of Dongguan's 125 paper enterprises (including toilet paper mills) have been closed, and 11 of them will be closed within a time limit; 15 companies have completed rectification and acceptance; 28 companies are applying for acceptance; 52 are being rectified, and other relevant rectification work is being carried out. A notice was officially issued to 43 enterprises, requiring that the boilers, kilns and furnaces used must be equipped with desulfurization facilities, and the desulfurization rate must reach more than 90%.

Yuan Shaodong: Treat polluting enterprises according to law and treat all investment enterprises equally. A number of enterprises with serious pollution should be closed down according to law, and they should be treated in accordance with national laws and regulations; If a batch of products are managed well and can meet the discharge standard, they should be supervised by management means and managed through daily inspection; If a batch of materials cannot meet the discharge standard, they will go to the base for centralized treatment, management and construction to meet the discharge standard.

Reporter: Is there any good way to improve the reuse rate of reclaimed water in Dongguan?

Yuan Shaodong: Now we are investigating the problem of reclaimed water reuse, but the problem of reclaimed water reuse is that the cost is relatively large. At present, some other methods are still under consideration, such as greening and cleaning, to improve the level of reclaimed water reuse as much as possible. At present, further research and plans should be done before implementation.

Reporter: Fu'an, a major polluter, will completely move out of Dongguan by the end of the year. Is there any major polluter to move out recently?

Liu Guojun (Deputy Director of Dongguan Environmental Protection Bureau): We found polluting enterprises in our usual inspection, and they should be treated within a time limit. If they fail to meet the standard within the time limit and at the same time fail to meet the stable standard, we will remind them to stop production or close down within a time limit according to law, and they will not be moved away because of pure pollution. As far as we know, no major polluters have left Dongguan yet.
