In October 4th, the European Commission announced that it would "sunset review" on anti-dumping measures for leather shoes in China and Vietnam (full review).

This means that the EU's anti-dumping duties on leather shoes and children's shoes imported from China in 2006 will be extended for 12 to 15 months for a two-year period of 16.5%.

At present, Wenzhou shoe enterprises are planning to unite to deal with anti-dumping review from the European Union.

On October 8th, in Wenzhou, China's leather shoes anti-dumping sunset review coordination meeting, Xie Rongfang, Secretary General of Wenzhou shoe leather association, said that the "sunset review" of the European Commission is a challenge for Wenzhou's footwear industry. It is also an opportunity for Wenzhou shoe enterprises to take the initiative to jointly respond.

AOKANG group, the largest shoe company in the mainland, has also come out recently. In response to the anti-dumping review, the enterprise will actively lead Chinese shoe enterprises to the collective action.

Leading enterprises actively prepare for war

It is understood that the sunset review is mainly aimed at "completely abolish the anti-dumping duty".

Under the appeals of trade associations, most of Wenzhou's footwear companies want to form alliances, including leading enterprises such as AOKANG, Dongyi and Tamar.

In view of this enterprise's collective action to cope with the sunset review of the European Union, the industry believes that the possibility of winning is very great.

In response to this joint action, the Chinese lawyer's representative, Pu Ling Chen, who responded to the sunset review, believes that this is a double insurance policy.

If the collective protest is successful, the anti-dumping duty will be abolished; if the collective action fails, the lawsuit between AOKANG and other European Union enterprises and the European Union can continue to fight and win the market economy status.

According to Pu Ling Chen, in a non binding vote conducted by the European Union in September 17th, 15 of the 27 EU Member States opposed the extension of anti-dumping measures.

This shows that European countries wishing to abolish anti-dumping duties are in the majority.

In addition, many EU leather shoe importers and multinational investors in China have expressed the hope that the EU will lift the high tariffs on leather shoes in China and Vietnam as soon as possible under the current economic downturn.

The European Union said that the sunset review will take the fastest procedure. The average review period of 12 to 15 months is expected to be completed in about 6-7 months.
