No Shoe Companies In Zhongshan Propose EU Anti-Dumping Protest

2008/10/13 0:00:00 57

Yesterday, from the Zhongshan inspection and Quarantine Bureau, the European Commission announced recently that the EU will temporarily maintain anti-dumping duties on leather shoes produced by the two countries as a result of the initiation of anti-dumping review procedures for leather shoes in China and Vietnam.

This decision means that China's export to the EU's leather shoes and children's shoes will probably continue to be subject to a 16.5% anti-dumping duty for at least one year.

At present, Wenzhou shoe enterprises are actively preparing materials to lodge complaints with the European Union.

But as of yesterday, no shoe companies in Zhongshan have lodged a protest.

According to the relevant departments, in order to protect the interests of some footwear enterprises in southern European countries, the EU has imposed a 16.5% anti-dumping duty on leather shoes and children's shoes imported from China since October 7, 2006 and imposed a 10% anti-dumping duty on Vietnamese leather shoes.

The measure originally expired this month.

The EU is now launching anti-dumping review procedures, and will actually extend anti-dumping duties for 12 months to 15 months.

This actually lengthening the time of levying anti-dumping duty in disguise.

Some shoe companies give up the EU market.

According to the Zhongshan inspection and Quarantine Bureau, the EU will take the place of the second largest trading partner of Zhongshan's garment export in the first half of this year, and the proportion of exports to the EU is far lower than that of the US and Hongkong markets in terms of the structure of footwear exports.

Zhongshan customs officials believe that such a situation, and the EU to China's leather shoes and children's shoes levy up to 16.5% of the anti-dumping duties, many shoe enterprises for the initiative to develop the EU market is not very high has a lot to do.

Relevant person in charge of a shoe factory in Shaxi told reporters that since the EU began to levy anti-dumping duties in 2006, they will focus their efforts on the US market and other emerging markets.

In addition, the EU has only imposed anti-dumping restrictions on genuine leather shoes. In recent years, Zhongshan exported rubber, plastic or regenerative leather shoes to a large margin.

No enterprise protest in Zhongshan

A shoe industry official said that because the EU market order is smaller than the US export orders, even if it continues to extend anti-dumping duties, the impact on the enterprises will not be great.

She went on to say that although the EU market could not be completely abandoned, there was no need to protest against any material preparation for orders.

As of yesterday, no shoe industry in Zhongshan protested the EU's anti-dumping review procedures.

Inspection and Quarantine Bureau: we hope that shoe companies will actively protest.

It is understood that as one of the two largest export bases in China, Wenzhou, Kangnai, AOKANG, Dongyi, Tai Ma and other leading enterprises are actively preparing materials after the EU announced that it will continue to levy anti-dumping duties on Chinese shoes.

Recently, these shoe enterprises will re apply for market economy status to the European Union, that is to say, to lodge a protest against the European Union. The Wenzhou footwear export and export committee chairman Chen Guorong is striving for the EU to cancel the anti-dumping duty as soon as possible.

The head of a shoe company in nlang said that since the beginning of this year, the number of orders they received from the US has been decreasing, which has decreased by nearly 60% compared with the same period last year, and the experience of developing emerging markets such as ASEAN and Africa is not enough.

Therefore, when they made plans in the middle of the year, they placed greater hopes on the EU market. They did not expect the EU to initiate anti-dumping review procedures, so that their plans fell empty and they did not know how to deal with them.

In this regard, the Zhongshan inspection and Quarantine Bureau official said that after the EU launched anti-dumping review procedures for Chinese shoes, Zhongshan local shoe enterprises should actively prepare materials and lodge complaints against the EU to win market economy status.

In addition, in the market development, we can increase the development of emerging markets such as Africa and the domestic market.
