Chongqing used to be an old industrial base, but the equipment manufacturing industry lacked leading enterprises and lacked famous brand products.

Li Zhangwan said that structural adjustment is to expand the original 6 dominant industrial clusters, including instrumentation, machine tools, internal combustion engines, power pmission and pformation, and develop 7 new industrial clusters, such as wind power, ships, rail pit and so on.

According to the plan formulated by Chongqing, Li said that in 2012, the equipment manufacturing industry in Chongqing will achieve the "1322 plan", that is, to create 13 industrial clusters, including 8 output value of shipbuilding, rail pit and so on. The output value of the equipment manufacturing industry will reach 220 billion yuan.

"The 8 tens of billions of industrial clusters, most of which are encouraged to develop in the national equipment manufacturing industry revitalization plan, many of which are the key industries to be vigorously supported by the state."

For example, the State encourages the development of high-power internal combustion engines, while Chongqing has Cummins and other production enterprises. At present, Chongqing is also preparing to develop 4000 kilowatts of internal combustion engines. "After that, Chongqing's internal combustion engines can be produced from small to several watts to tens of millions, and in this regard, the state will certainly give support."

In the traditional town of Huilong, Shapingba, Chongqing's traditional textile industry, due to shrinking orders, many textile enterprises in the town have extended their vacation time. Wu Zhiyu, deputy mayor of Huilong Ba Town, said that at present, there are more than 640 enterprises in the town, with an annual output value of about 3 billion yuan, plus related supporting enterprises, and tens of thousands of people in the textile industry.

In terms of export textile enterprises, according to customs statistics of Chongqing, from 1 to November last year, Chongqing exported 85 million 550 thousand US dollars of textile and clothing, down 37% from the same period last year.

It is reported that Xiang Fei, Jinfeng, Jia Tai and other silk companies suffered from the financial crisis last year.

Zeng Ling Yin, who runs a weaving mill in Huilong Ba Town, said that orders from Chongqing textile enterprises mostly came from the domestic market, such as associated enterprises supplying Zhejiang, Guangdong and Fujian, garment processing enterprises, and so on, which did not directly participate in import and export.

　　市外經(jīng)貿(mào)委人士還透露，東部紡織業(yè)向西部轉(zhuǎn)移，重慶有望成為國家級(jí)承接?xùn)|部紡織業(yè)轉(zhuǎn)移基地。他表示，重慶的稅收優(yōu)惠、技術(shù)改造和產(chǎn)業(yè)升級(jí)等資金扶持，比東部地區(qū)便宜30%-40%的工業(yè)用地和人力資源成本等優(yōu)勢，將令東部巨頭難以抗拒。吳志渝說，今年一季度重慶市紡織企業(yè)將比較難熬，但到4月份就有望出現(xiàn)轉(zhuǎn)機(jī)。
